• Low - Just know basic computer, MS Word etc.
• Medium - Know HTML, CSS, Photo Editing, Blogs etc.
• High - Know scripting language like PHP, Javascript,CMS Tools like WordPress, Drupal etc.

You want to be a the Medium or High level to be in better control the site unless you are just writing blogs. However low is needed at the minimum.
